When authorities arrived Sunday night to a home in the California town of Perris, they found a family with 13 children, most of them starved and startlingly skinny.

As the 13 children lived in squalor, starving and shackled with padlocks, their parents left pies on the counter of their California home for the siblings to look at, authorities say.

Baltimore's mayor on Friday ousted city Police Commissioner Kevin Davis in favor of one of his deputies, saying the city wasn't reducing violence fast enough amid a soaring homicide rate.

If the House passes a short-term spending bill on Thursday, the Senate will need 60 votes to move it forward.
